NGA

Non Guaranteed Affiliate.  Often referring to overseas affiliates of US Banks, that have had their parent guarantee removed, such that the affiliate, in theory, does not pose a direct financial risk to the US parent, and hence the US taxpayers.  Thus, trading by the NGA can remain outside of the CFTC remit and hence outside Dodd-Frank rules such as swap execution mandates.
